Introduction

The language barrier has caused many difficulties in the daily lives of non-English-speaking residents. The Northeast Philadelphia Chinese Association (NEPCA) was founded in March 2018 to assist the Chinese immigrants in Northeast Philadelphia to navigate public resources and services and to connect to their community. NEPCA volunteers have been instrumentally stimulating the increase in Chinese language availability in public services and gaining attention to the needs of our constituents. We also facilitate and lead local Chinese residents to participate in community services to give back and to engage in civic matters to have voices in mainstream society. We envision that, with time, Chinese and all immigrants will work alongside other Americans to build a strong community. Their existence will be valued and appreciated. They can enjoy a whole, healthy life with joy, safety, and dignity. 

Our Mission

The mission of the Northeast Philadelphia Chinese Association is to support Asian Americans in gaining equitable information and services and, at the same time,  to be contributors to the community.

Our Objectives

• Community Services: Build partnerships with community service partners to make public resources accessible to the Chinese as well as underserved residents in Northeast Philadelphia

• Communication: Build a communication network among Chinese residents in the region to exchange information, assist with navigation for public resources, and keep informed in general matters

• Life Enrichment: Implement and support programs and activities that promote community members' well-being, personal growth, and quality of life.

• Civic Engagement: Advocate interests in common concerns and engagement in community building, bridge language and cultural gaps, and increase mutual understanding and awareness of diversity.

Northeast Philadelphia Chinese Association (NEPCA) 成立于2018年3月, 中文原名是 “東北費城華人協會”. 后来,于7 月 2019 加入大费城文化信托基金会(Culture Trust Greater Philadelphia) 並成為其麾下的聯邦認可的非營利 501(C)(3) 組織. 从此中文名字改为”東北費城公益协会” . 本会旨在帮助费城东北区的华人移民能公平获得公共信息和资源,缓解不懂英语的各种不便，并与其他族裔居民共同创建宜居社区. 协会志工致力提供中文翻译服务,并引起社会对中文语言服务需求的关注. 我们鼓励和牵引居民积极参与社区服务来回馈社会,并参与公民事务来争取和维护自己的权益, 从而能在主流社会有话语之地. 我们祈愿随着时间进步，华裔能与其他美国人一起并肩建设一个安全和美好的社会.华裔的存在能受到重视和赞赏, 人人可以平等享有完整, 健康,快乐,平安和有尊严的生活.

NEPCA’s IMPACT REPORT - Fiscal year 7/2024- 6/2025

• Distributed almost 2000 donated toys across 2000 people with 8 community partners.

• Distributed winter relief and other items to those in need to 1000 people.

• Helped paint the mural, Continuum, on Castor Avenue 

• Hosted a resource fair to share information on governmental, public and non-profit services.

• Sent out volunteers to support other events with translation and other services.

• Gave out 55 care packages to the homeless

• Supported local official with giving aid and information to Northeast plane crash victims.

• Provided SEPTA with information on Northeast Philadelphia residents travel pattens.

• Partnered up with the PCA to provide services and 30 gift packs to Seniors.

• Participated in presentation on how Discrimination laws affect Asians 

• NEPCA collaborated with 40+ organizations, engaged with 100+ volunteers, delivered 4099 volunteer hours. Many volunteers received President’s Volunteer Service Awards and outstanding service recognitions.

• Provided office work training to 30 youth volunteers

• Hosted and supported 37 community service outreach events, connecting culturally diverse communities to promote unity, collaboration, and bring resources.

• Our WeChat social network reaches 5,000+ Northeast Chinese residents daily, assisting with resource navigation and providing public information.

• Assisted 30+ identity theft victims in their financial recovery process and brought crime awareness to thousands of local Chinese residents.

• Collaborated with 17 partners and collected 936 petition signatures to back the new city health center at Friends Hospital, which will provide 30,000 annual patient visits and improve healthcare availability.

• Translated over 33 community notices into Chinese to support our partners who provide food relief, legal assistance, health and wellness, education, safety, civic engagement, and more. 

• Assisted 2 community centers reaching out to Northeast Chinese seniors to provide programs.

• Supported 4 food distribution organizations with bilingual Chinese volunteers, enabling over 500 low-income Chinese residents to fight hunger.

• Offering free SAT courses for 12 high school students.

• Organized 2 focus groups for 30+ Chinese residents to participate in Philadelphia City Budget planning. 

• Distributed 135 winter care packages to the homeless and lonely seniors. 

• Assisted the Health Department in distributing Air Purifiers for disease control. Informed hundreds of organizations and helped with six deliveries.

 NEPCA’s IMPACT REPORT - Fiscal year 7/2022- 6/2023

• NEPCA has engaged with about a hundred Northeast Philadelphia volunteers and collaborated with 40+ organizations to carry out various services. We have delivered 242 volunteer service instances with over 4237 volunteer hours and produced 13 President’s Volunteer Service Awards.

• Hosted and participated in 37 community service outreach events, projects that have provided information, resources, wellness programs, and community services to underserved communities across ethnicities, collaborated in providing 3047 service instances.

• Translated into Chinese more than 24+ public notices and partnerships in improving Chinese language translation in PHILA.GOV government website.

• Provided office work training for more than 30 youth volunteers.

• Connect with 5,000+ Chinese residents on WeChat network and regularly provide information and resources navigation.

• Cohost English Help Stations and host WeChat virtual offices annually assist 500+ non-English speaking Chinese to navigate public resources and services. 

• Organize events to facilitate open dialogue and understanding among diverse ethnic and cultural communities. Designed and produced promotional bags, stickers, and T-shirts to advocate for building a safe and better community together in the spirit of “LOVE, PEACE, and HARMONY.”

• Collaborated with SEPTA, City Budget Office, Phila.gov, and many other agencies to reach out and include the voices and needs of Northeast Philadelphia’s Chinese residents.

• Connect Chinese to major City’s affairs via focus groups. Engage Chinese residents with the government and increase their participation in town hall meetings, selecting candidates, and voting.

• Assist underserved senior residents in getting government and social attention regarding the lack of recreational spaces in the lower Northeast.

• Provided a 10 session Tai Chi self-defense class at NER Library.

• Offered a free SAT course for low-income high school students and volunteers.

• Distributed 135 winter care packages to the homeless and seniors.

• Distributed 15 free bicycles to low-income individuals.

• Transferred more than $5000 market value worth of merchandise to charity thrift shops and relief agencies. 

Highlights of the Covid Pandemic services during 2020 - 2022

• Supported 24 vaccine clinics & delivered 2,300+ COVID-19 vaccine doses. During supplies shortage period:

• Donated 6,000+ masks, assisted in distributing 1,000+ COVID-19 test kits. Distributed 4,300 bottles of hand sanitizer to 26 agencies & more.

• Provided vaccine education that reached ten thousand Chinese in greater Philadelphia region and more.

• Helped 80+ undocumented workers applying for COVID-19 relief.

• Set up and invited partners to run two SHAREFOOD stations, giving free food to 600+ residents weekly for 8 COVID-19 quarantine months.

• 本年度 NEPCA 与40多个组织合作开展服务，号召一百多名志工，共贡献 4099 爱心小时。许多志工荣获总统志愿服务奖和杰出社区服务奖。

• 提供办公室工作经验给30名高中生志工。

• 主办并支持共 37 场社区服务活动和计划，给文化多元化的社区拉近距离，促进促进社区居民团结与合作。

• 我们的微信社交网络覆盖 5,000 多名东北费城华人居民，每天协助资源导航并提供公共信息。

• 协助 30 多名身份盗窃受害者进行财务恢复，并让数千名当地华人提高防范知识。

• 带动 17 个团体和企业联合来收集了 936 个请愿签名以支持 Friends Hospital 的新医疗中心，该中心每年将提供三万人次就诊而改善东北区公共医疗保健的缺乏问题。

• 说服当地商家回馈社区，成功为 120 名跳舞姐妹获得临时运动场地。

• 为 12 名高中生提供免费 SAT 课程。

• 举办2个社区预算反馈会议，让30多位华人参与市政府的预算流程。

• 给收留所街友和独居老人赠送 135 份冬季护理包。

• 协助卫生部门发放空气净化器以控制呼吸传染病。通知了数百个组织并帮助6个组织获得MA-50和MA-112空气净化器。

• 本年度 东北费城公益协会(NEPCA) 号召约百名东北区志工，并与 四十多个组织合作开展各种服务, 提供 242 志工人次服务，付出超过 4237 小时，有13 名志工荣获总统志愿服务奖.

• 主办与参加共 37 个社区服务外展活动和项目，为资源不足的社区提供信息、资源、义诊等社区服务。 通过合作关系,达成 3047 各种资源和服务次数。

• 翻译成中文并发布24条以上的英文公益信息。组织民众协助费城市政府改善Phila.gov官方网站的中文版翻译.

• 培训30余名青少年志工行政文员的技能。

• 服务 5,000 多名微信网民，为之提供中文公共信息。

• 协办”英文服务站”和提供微信虚拟办公室，每年帮助五百多名华人获取公共资源和服务导航。

• 举办活动让不同种族文化人们有机会交流和相互理解，并通过设计，制作宣传袋、贴纸和T恤来传播和倡导人们以“友爱、和平、和谐”的精神来共同创建一个安全美好的社区。

• 与 SEPTA交通局、费城市预算办公室、费城市政府移民事务所等机构合作. 让官方能接触和了解费城东北区华人居民的心声和需求.

• 邀请参与市政厅会议，投票, 公共政策焦点小组，支持候选人等公民参与活动来增加华人话语权.

• 做调查写报告等,希望让政府和社会关注东北区华裔老人娱乐休闲空间的简陋条件而加以改善.

• 在东北图书馆举办十堂太极拳防身术课程。

• 为 12 名低收入高中生和志工提供免费 SAT 课程.

• 向无家可归者和老人院发放 135 个冬季爱心护理包礼物.

• 向低收入民众免费发放 15 辆自行车。

• 将超过 5000 美元以上价值的物资转赠给慈善旧货店和救济机构。

     2020 - 2022 新冠疫情时期服务亮点

• 支持 24 场疫苗义诊,协助打2,300 多剂 COVID-19 疫苗。

• 提供新冠疫苗教育信息给覆盖大费城地区上万华人网民.

• 在紧缺时期带动捐赠6000多个口罩给10号医疗中心,

• 协助分发 1,000 多个 COVID-19 检测试剂盒,

• 向26家机构分发4,300瓶洗手液,和其他清洁消毒药液.

• 帮助 80 多名无证工友申请 COVID-19 扶困补助。

• 设立两个 Share food 食品救济站，召集东北区华人团体和志工一起来每周为六百多位民众发放食品,长达八个月。
