Summary of the Northeast Phila. Chinese Association (NEPCA) of Culture Trust Greater Philadelphia (CTGP).

The Northeast Philadelphia Chinese Association (NEPCA) of CTGP is a grassroots community-based non-profit organization under the fiscal sponsorship of Culture Trust of Greater Philadelphia, a 501(c)(3) organization. Our mission is to support the Asian American community living in the Northeast Philadelphia neighborhoods to achieve cultural, education, and economic advancements and become contributors to the region. This month is our three years anniversary with CTGP.


During the recent two-year pandemic from March 2020 to March 2022, NEPCA has connected our community to free food, assisted undocumented people in getting Philadelphia IDs, and received financial assistance. We help more than a thousand people in the lower-northeast get food. We brought donations of six thousand masks to the local health center when masks were a shortage in the early pandemic. When COVID 19 vaccines were available to the public in March 2021, we partnered with more than thirty agencies to deliver about 2300 COVID19 vaccination doses and thousands of vaccine test kits. We regularly sent information to ten thousand Chinese residents to inform them where to find COVID19 vaccination sites and vaccine update information. We have worked diligently to keep our community safe and reduce vaccine hesitancy. We share funding resources with 12 other faith-based temples, churches, and mosques to promote vaccine education. We have collaborated with 67 partners in providing information and services and the number keeps growing. 

NEPCA is volunteer-based with more than two hundred registered volunteers. During the two years pandemic,  a hundred volunteers still have participated regularly in supporting NEPCA and its partners' various community services functions. Volunteers support our ideology that every individual can make a difference. Our goal is to engage and give back to society. We hope to make the community a better place by collective small kind acts from individuals. The compact leadership structure and volunteers living locally enable us to respond quickly to the immediate needs and address issues in our community. Major manpower resources are from local Chinese-American high school students and their parents, who have made a difference in bridging the language gaps and enabling non-English Speaking Chinese to enjoy equitable free food, COVID 19 vaccine, and public benefits during the two-year COVID19 pandemic. 

NEPCA has a virtual office on the WeChat platform that assists Chinese community members to navigate for public benefits and services, and we offer answers to general civic questions. We broadcast public information covering housing, free food, welfare, wellness, education, voting, safety, etc. Our case works services assist individuals in hardship and engage crime victims to get help and escalate concerns. Our information services are accessible to ten thousand Chinese residents in Northeast Philadelphia and the vicinity. 

We serve as a community liaison connecting people with the public offices and various services providers. We assist our services partners to bring their services to the Chinese community in Northeast Philadelphia. We support our partners with initial setups such as providing them with free English-Chinese language services, outreach, advertising, and lending support and give consultations. We act as volunteer resource brokers recruiting local volunteers to support food distribution partners such as Feast of Justice and Oxford Circle Christian CDA. Overall, NEPCA has creatively brought together the agencies that have services and the people who need them, providing support and making it possible for many low-income non-English-speaking Chinese residents to enjoy equitable benefits. The collaborations help our partners build up services extension, so these services are also available to other underserved members in the immigrant concentrated community.


In the new fiscal year starting July 1st 2022, NEPCA will focus on assisting Chinese community members to build up confidence in facing hate crime and adjust to mainstream culture. We are striking toward bringing people from different ethnic backgrounds together to create a safe and harmonious neighborhood. We will increase collaboration with our community services partners from different ethnicities to find ways together. We will reach out and share information and resources with other underserved groups in our community hoping to make life a little bit easy for all. 

Many works are lining up and challenges to overcome, but we believe the more we can involve our community across ethnicity to work together, the better future will be there for all of us to enjoy.

东北费城公益协会(NEPCA是一个基层社区非营利组织,是在大费城文化信托基金会以及联邦承认非盈利机构的担保之下运作的。我们的使命是支持居住在费城东北区的亚裔社区实现文化、教育和经济发展,并成为该地区的贡献者。


在2020年3月至今两年多的疫情期间,东北费公益协会 (NEPCA)与多个社区组织联合,为东北区华人居民带来许多资源。我们带动

  • *帮助一千多人获得食物。

  • *帮助436 人领取费城市民卡。让百多没身份居民共享疫情扶困补助。

  • *早期疫情期间口罩短缺时,为当地卫生中心募捐了6000个口罩。

  • *自2021年3月政府向公众提供COVID 19疫苗时,我们与30多个机构合作,提供了至少2300剂COVID19疫苗和数千个疫苗测试剂盒。

  • *我们定期向一万名中国居民传递信息,告知他们哪里可以找到新冠肺炎疫苗接种地点和更新疫苗相关信息。

  • *我们与12座寺院、教堂和清真寺共享资金资源,促进新冠疫苗教育,减少居民注射疫苗的犹豫。

  • 我们联合医疗组织举办每月一次的义诊活动来缓和医疗服务缺乏的费城东北区,并带动社区团体共同努力。

  • *我们与67个组织合作提供信息和各种公众服务,并且数量还在不断增长。


东北费城公益协会是志工团体。我们拥有200多名注册志愿者,其中一半人数在疫情间仍然支持本会及其合作伙伴的各种社区服务功能。志愿者支持本会的理念,即每个人都可以有所作为,回馈社会。我们希望汇集个人的小善使社区变得更美好。小模式的领导结构和拥有住在当地的志愿者使我们能够快速响应社区的紧急需求和解决问题。我们的主要人力资源来自当地的华裔美国高中生及其父母,他们在弥合语言鸿沟和使不懂英语的华人能够在两年的COVID19大流行期间能公平享有免费食品、COVID 19疫苗和公共福利等,起到非常重要的作用。


我们的微信公益平台上有一个虚拟办公室,快速提供资讯指引华人民众寻找公共福利和服务,回答各种琐碎的居民生活知识咨询。我们播放公共信息,涵盖住房、免费食品福利、医疗健康、教育、投票和治安等。我们也帮助陷入困境的个体的案例,帮助犯罪受害者得到社会关注。我们的信息服务可达费城东北部及周边地区的一万多名华人居民。


我们广结善缘,深根社区而逐渐扮演了社区资源媒介和联络人,将居民与各种服务提供商和机构联系起来。我们免费提供中英语言翻译、外展,广告和场地等,让合作伙伴顺利把服务和资源带到社区。我们也做了志工资源提供者,招募当地志愿者来支持食品分销合作伙伴,如 Feast of Justice 和 Oxford Circle Christian CDA。总而言之,NEPCA将提供服务的机构和需要服务的人聚集在一起,并使许多低收入华人居民能够享受公平的公众福利。而这些服务设立之后,也让社区里其他族裔的民众受惠。

前路有许多事要做和困难要克服,但我们相信,只要人们能跨越种族差异而多互相了解和合作,大家都会有更美好的未来。

During the recent two-year pandemic from March 2020 to March 2022, The
Northeast Philadelphia Chinese Association (NEPCA) has connected our
community to many resources. To name some:
• We help more than a thousand people in the lower northeast get food.
• We brought donations of six thousand masks to the local health center

• Helped 436 people get their Philadelphia City ID Card, enabling hundreds
of undocumented residents to receive the pandemic food and financial relief.
• We have collaborated with 67 partners and more in providing information
and services.
• We have organized two monthly free community health fairs and are volving community partners to continue the effort.
We have worked diligently to keep our community safe and healthy. These
works are supported by a hundred NEPCA volunteers who risk their health,
and offer time and kindness to serve our community. We take this opportunity to
honor them.
